On Wednesday, July 23, 2025, third-year students from the Pakui Seminar in the Department Department of Political Science Faculty of Law Teikyo University, visited the Tate Clean Center (Hachioji City, Tokyo) to conduct a field survey of Hachioji City's advanced efforts to realize a circular society. The Pakui Seminar focuses on the theme of "local autonomy," and emphasizes fieldwork-based learning, visiting local government sites, receiving explanations directly from relevant staff, and deepening understanding through discussions within the seminar. This marks the third field survey of circular urban policies, following visits to the Tobuki Clean Center in 2022 and the Tate Clean Center in 2024.

For the sixth time, the city has achieved the lowest level of waste generation per person per day in cities with a population of 500,000 or more in the country, as reported by the Ministry of the Environment. On the day, the city received an explanation from officials about the background and efforts behind this achievement. They introduced a wide range of measures, including a matching service to reduce food waste, the promotion of cardboard composting, the realization of zero landfill waste by producing eco-cement using incineration ash as a raw material, activities carried out by citizens, businesses, and the local government, and power supply functions in the event of a disaster. The program also gained a deeper understanding of the attitudes and awareness of issues of local government officials.

Students commented, "I was impressed by the attitude of local government officials, who have held over 1,700 information sessions for citizens and built up trust," and "I was surprised to learn that incineration ash is being recycled as eco-cement and used for road materials, etc." The event provided an opportunity for students to think about how they could apply Hachioji City's efforts to their own communities and activities close to home.
