On Tuesday, August 6, 2024, the Pakui Seminar from the Department of Department of Political Science, Faculty of Law Teikyo University, visited Yao City, Osaka Prefecture, and conducted a field survey. The Pakui Seminar is conducting research on the theme of "local autonomy," and provides many opportunities to visit the site and hear from actual local government officials about their efforts.
Associate Associate Professor Akira Pakui of the same department has 30 years of practical experience in various fields as an employee of Yao City, Osaka Prefecture (1992 to 2021) prior to assuming his post at our university. In this survey, he conducted a survey on the arts and culture policy and public hospital management that Associate Associate Professor was actually in charge of, focusing on the theme of "collaboration". In the morning, he visited the Yao City Cultural Center Prism Hall, the hub of arts and culture policy, and heard from a representative of the Yao City Cultural Promotion Foundation, the designated manager, about the promotion of arts and culture policy through collaboration between citizens, the city, and the designated manager. In the afternoon, he visited Yao City Hospital, the core hospital in the region, and heard from a representative about efforts to provide advanced, high-quality medical care, including policy medical care, which is the role of public hospitals, through public-private collaboration and collaboration in PFI projects. Both efforts have often been featured as advanced examples, and he was able to see the reality of various stakeholders working together in a planned manner to achieve the missions they set.
Many students in the Pakui seminar are aiming to become local government officials, and this survey provided a valuable opportunity to interact with current public servants by listening to the stories of local government officials in Osaka Prefecture, Yao City officials, and the Prism Hall and Yao Municipal Hospital staff who cooperated in the survey. The Pakui seminar will continue to actively visit local government offices to continue research and study, while also interacting with many people.
